ABSTRACT

The study uses correlation analysis (Karl Pearson’s method) to test for the strength and direction of the relationship between the variables namely; States’ budget, Federal Allocation and Internally Generated Revenue of all 36 states of the Federation. Three cases were considered for the study. Case 1 assesses the relationship (strength and direction) between states’ budget and internally generated revenue in all 36 states for the period of 2012 – 2016 and Karl Pearson’s method was used to obtain the correlation coefficient for each year.Case 2 involves calculating the correlation coefficient between the states’ budget and federal allocation for the year 2012 up to 2016 and thereby ascertaining the strength and direction of the relationship between the two variables and Karl Pearson’s Method was employed in determining the correlation coefficient. In case 3, federal allocation and internally generated revenue were the two variables considered. The relationship between federal allocation and internally generated revenue was established as well as the strength and direction of the relationship for the years in consideration (2012 – 2016). The results for case 1 shows that states’ budget and internally generated revenue has a strong and positive relationship for the 5 years considered with the least coefficient value of 0.5795 in 2016 and highest coefficient value of 0.7666 in 2012. Furthermore, Karl Pearson’s correlation carried out on case 2 indicates that there is a positive and very strong relationship between the states’ budget and federal allocation with the least coefficient value of 0.7901 in 2012 and highest coefficient value of 0.9091 in 2015. Results based on case 3 shows positive and weak/moderate relationship between federal allocation and internally generated revenue with the least coefficient value of 0.3084 in 2014 and 0.7021 as the maximum coefficient value in 2016.
